REQUEST FOR QUALIFICATIONS FOR DESIGN SERVICES, ARCHITECTURAL PLANS AND SPECIFICATIONS, AND CONSTRUCTION DOCUMENTS
PONCA MUSEUM AND CULTURE CENTER
The Ponca Tribe of Nebraska (“Tribe”) is seeking proposals from architectural and engineering firms (“AE Firm”) to provide professional design services for the planning, design, and construction of a new Tribal Museum/Culture Center near Niobrara, Nebraska. Proposals will be received until 2pm. February 9, 2023, CST. No late proposals will be accepted.
This request is open to all qualified bidders. The work to be performed under this contract is subject to Section 7 of the Indian Self Determination and Education Assistance Act (25 U.S.C. 5307) which requires to the greatest extent feasible preference in the award of contracts and subcontracts shall be given to Ponca Tribe of Nebraska owned and American Indian/Alaska Native owned enterprises. Preference and opportunities for training and employment shall be given to Ponca Tribe of Nebraska members and other American Indians and Alaska Natives. If a qualified and responsible Ponca Tribe of Nebraska firm or a Native American firm is within 5% of the lowest responsible bid it shall be awarded the contract based on Indian Preference. Evaluation factors are based on points. Breakdown is as follows: 50 points for relevant experience, 20 points for price, and 10 points each for project team and project approach.
