LAW AND ORDER CODE REVISION TITLE 1 – GENERAL PROVISIONS GENERAL DISCUSSION

Another open discussion on revising Title I of the Law and Order Code will be held during the Tribal Council meeting scheduled for September 8, 2026. An additional amendment was made during the August 17, 2026 Tribal Council meeting that the Code will require an affirmative vote of two-thirds (2/3) of the full Tribal Council to waive sovereign immunity.
The previous requirement was a majority vote.

Title I General Provisions will be significantly revised. The revisions being considered include, but are not limited to the following:

  • Changing the Terms of Pro Tempore Judges from 1 year to 2 years
  • Adding Perjury to the Chapter on Contempt
  • Enhancing the chapter on Sovereignty and Immunity
  • Adding a chapter on Tribal Contracts
  • Adding to the chapter regarding Conduct on Tribal Property

Following is a red-line version of the proposed changes for your review. Should you have any questions or comments please provide to Jan Colwell, Executive Assistant to Tribal Council at 402-857-3391 Ext. 5016 or janc@poncatribe-ne.gov. Thank you.
